KATHMANDU: The report of the commission formed after the Gen-Z protests on September 8 and 9, 2025, has been leaked. The 898-page report, first released by Jana Aastha Weekly, was also obtained by Khabarhub.
The report includes statements from various individuals and government officials involved during the Gen-Z protests. Among them is the statement of Satyaram Joshi, the jailer at Nakkhu Prison in Lalitpur.
Joshi told the commission that Rabi Lamichhane, who had been imprisoned for nine months in a cooperative fraud case, escaped from Nakkhu Prison on September 9, 2025.
According to Joshi, inmates began shouting and rioting inside the prison from the evening of September 8. “Around 7 PM, a large crowd gathered outside, throwing stones and setting fires. Inmates inside also started protesting, demanding that if Rabi Lamichhane could leave, why couldn’t they? At the District Police Office too, large groups were creating chaos, so additional security could not be sent,” Joshi said.
He added that during the chaos, television and other media reported that inmates had escaped from Dillibazar and other prisons. “After Rabi Lamichhane broke out of prison, other inmates began fleeing as well. A total of 667 prisoners escaped, of which 409 have returned. The total damage to the prison that day was around Rs 4.5 million,” Joshi said.
Prison directives
On September 13, 2025, Nakkhu Prison authorities issued a notice asking the escaped inmates, including RSP chair Lamichhane, to contact the prison immediately. The notice warned that continued absence would not only lead to strict enforcement of legal penalties but could also negatively affect future legal rights, privileges, and social reintegration.
The prison administration urged all escaped inmates to surrender immediately, cooperate with maintaining public order, and assured that those who came forward would receive assistance with legal reintegration.
A prison official, speaking on condition of anonymity, said: “This notice applies to Lamichhane as well. He left by threatening the jailer and staff, which led most inmates to escape. He took a letter from the jail under duress and left. According to the notice, those who return will be assisted in accordance with legal procedures.”
When asked what would happen if Lamichhane did not return, the official said arrest by the police was the only option. “We formally asked them to surrender. If Ravi and other escapees do not comply, they will be brought back by police,” the official added.
Lamichhane returned to Nakkhu Prison on September 14. He had left the prison on September 9 during the Gen-Z protests, citing security concerns. His escape without a court order drew widespread criticism.
