Election 55 days away: Parties allowed access to voter lists



KATHMANDU: The Election Commission (EC) has arranged to provide voter details from across the country to political parties upon payment of a prescribed fee.

According to the election guidelines issued by the Commission, registered political parties can obtain the nationwide voter list by paying Rs 10,000 and submitting an official letter. The voter details will be provided electronically, excluding sensitive information such as date of birth, citizenship number and mobile number.

The Commission will supply the data through a hard drive or pen drive. If a party requires voter details from only one province, the information can be obtained by paying Rs 5,000.

The guidelines also state that if any voter, party representative or candidate wishes to view or copy the voter list at their own expense, the election officer must allow access in a manner that prevents tearing, damage or tampering of the list.

Voters should be informed that voter lists with photographs can be viewed only by the concerned voter, while voter lists without photographs may be viewed by anyone. If an individual voter requests a copy of their own voter details, the election office will charge Rs 10,000 and provide a list containing only that voter’s information.

Similarly, election offices will provide electronic voter lists—excluding date of birth, citizenship number and mobile number—to Commission-registered political parties based on an official request letter, and to independent candidates upon application. The fee for this service is Rs 3,000 for the voter list of an entire district and Rs 3,000 for the voter list of a single constituency.

The Commission has reiterated that personal details such as date of birth, mobile number and citizenship information will not be disclosed under any circumstances.
