Civil Service Bill will be passed soon: Minister Singh



KATHMANDU: Minister for Urban Development Prakash Man Singh expressed confidence that the long-awaited Federal Civil Service Bill will soon be passed by the Federal Parliament.

Speaking at an event organized by the Civil Service Day Main Ceremony Committee on the occasion of Civil Service Day 2025, Singh said the government is committed to passing and implementing the bill, which is seen as a crucial step in strengthening administrative federalism.

He stated that the bill would be endorsed with consensus among political parties and would reflect the demands and sentiments of civil servants.

“Civil service, the backbone of governance, plays an essential role in nation-building,” said Singh. “It is responsible for implementing development programs, ensuring good governance, and delivering effective public services.”

Highlighting the civil service’s role in deepening democratic values, he emphasized that civil servants must help foster public trust and confidence by institutionalizing the federal democratic republic.

“Civil servants must be more committed to providing efficient, accessible, and results-oriented services with citizens at the center,” he said. “Operating under political guidance, the civil administration must contribute to achieving the national vision of Prosperous Nepal, Happy Nepali.”

Singh also noted that civil servants should align their duties with long-term national goals, periodic development plans, government policies and programs, and the current fiscal year’s budget.

He reiterated the government’s focus on effective implementation of federalism, improved service delivery, and a zero-tolerance policy on corruption.
