Maoist Centre tells Ramhari Khatiwada to resign on moral grounds



KATHMANDU: The CPN (Maoist Centre), the main opposition party, has demanded the formation of a high-level parliamentary investigation committee to probe alleged tampering in the Federal Civil Service Bill, especially the controversial removal of the “cooling-off period” provision.

The party also stated that the resignation of State Affairs and Good Governance Committee Chair Ramhari Khatiwada is a personal decision.

Speaking at Wednesday’s meeting of the House committee, Maoist Chief Whip Hitraj Pandey said that while Chair Khatiwada should take moral responsibility, whether or not he resigns is ultimately his own decision.

“Morality is personal. He has to demonstrate that himself. Trust, respect, and regard can’t be demanded—they must be earned,” said Pandey. “He was the one who spoke the most in favor of keeping the cooling-off period, yet his signature appears on the altered version.”

Pandey stressed that all those involved in the alleged manipulation must be held accountable. The Maoist Centre has formally demanded the creation of a high-level parliamentary probe committee to investigate who played a role in scrapping the cooling-off period clause from the bill.

“This was not a minor conspiracy—it has discredited Parliament and must not be left unaddressed,” he said. “We need to investigate everyone involved, including the committee chair, and take strict action against the guilty.”
