KATHMANDU: Speaker of the House of Representatives, Devraj Ghimire, has called on all political parties represented in the parliament to move forward through dialogue and cooperation, maintain party consensus, uphold the dignity of the legislature, and work collectively to address the expectations of the people.
Extending his wishes to all Nepali brothers and sisters, including current and former members of the federal parliament, provincial assemblies, and local-level representatives on the occasion of Parliament Day 2082, Speaker Ghimire expressed gratitude for the continuous support of the free press, civil society, and aware citizens in making the parliament more effective, responsible, and accountable.
Marking the historic significance of Parliament Day, he paid heartfelt tribute to the martyrs who sacrificed their lives for parliamentary democracy and acknowledged the enduring contributions of political leaders and activists who played key roles in its establishment.
Parliament Day is celebrated annually on Asar 16 (June 30) to commemorate the first session of Nepal’s elected House of Representatives.
On this occasion, Speaker Ghimire emphasized that the day also serves as a reminder of the values of democracy, constitutionalism, people’s rights, and the responsibility of elected representatives toward the citizens.
Underscoring the role of parliament as a central institution exercising the sovereignty of the people, the Speaker noted that the essence of democracy lies in active public participation.
In his message, he stated, “In a democratic system of governance, crucial tasks such as policy formulation, law-making, and effective oversight of implementation are carried out through parliament. Through its procedural mechanisms, the parliament ensures that laws and policies reflect the will of the people.”
He also highlighted the constitutional provision requiring all tax-related proposals to be presented in parliament, upholding the democratic principle that no taxes should be imposed without the consent of the people.
Emphasizing that dialogue, cooperation, and consensus are the foundational principles of democratic governance, Speaker Ghimire acknowledged that political parties may differ in ideology, perspectives, and priorities. However, he stressed that consensus on matters of national interest is both necessary and inevitable.
He concluded by stating that parliament must be a platform for meaningful dialogue—not confrontation—and a space where diverse voices come together in the spirit of unity and service to the nation.
