The case involves the purchase of sanitary pads during the fiscal years 2021/22 and 2022/23, with the contract rate fixed at Rs 79.1 per packet. The CIAA claims the procurement process was manipulated for personal gain, resulting in financial losses to the state.

The accused include the then Chief Administrative Officer Prahlad Prasad Barnawal, Education Officer Bijay Adhikari, Chief of Sales Rajesh Thakur, and Accounts Officer Divya Saraf. The CIAA has demanded compensation of Rs 5.19 million from each of them.
