KATHMANDU: The government has cited 11 different reasons for failing to meet the goals outlined in its action plan for the current fiscal year.
According to the Office of the Prime Minister and Council of Ministers, despite having taken charge from the beginning of the fiscal year, the government has struggled to implement its prepared action plan effectively.
A report released on the progress of the government’s annual action plan for the month of Poush highlights that out of the 625 programs set under various milestones, none have been fully achieved.
The Ministry of Urban Development had the highest number of underachieved programs, with 55 programs failing to meet targets.
Other sectors also saw significant delays, including energy with 52 programs, education with 49, finance with 47, forests with 45, communications with 41, and the Prime Minister’s Office with 39.
The youth and sports sector saw 35 programs fall behind, while labor, agriculture, home, and drinking water sectors each reported 24 programs underachieved.
The report identified 11 reasons behind the lack of progress, including insufficient prior preparation for program implementation, budget management issues, lack of human resources, leadership changes, procedural complications, and challenges in acquiring construction materials.
Specific issues highlighted in the report include 101 programs failing due to lack of preparation, 35 programs due to budget constraints, and 23 programs due to a shortage of human resources. Other obstacles included land acquisition issues, legal framework delays, and ongoing disputes.
The government has acknowledged the need for restructuring 15 programs and resolving procedural complications in 13 others, with an additional three programs delayed due to a lack of necessary construction materials.
