Energy Ministry implements ‘Contingency Expenditure Work Procedure’

KATHMANDU: The government has implemented the ‘Contingency Expenditure Work Procedure, 2081’ to manage temporary human resources required for monitoring, supervision, operations, and consulting services related to construction projects.

Minister for Energy, Water Resource and Irrigation, Deepak Khadka, enacted the work procedure following a ministerial decision. The Ministry endorsed this procedure on November 17.

A task force led by Joint Secretary Indira Dahal developed the work procedure.

The work procedure was implemented based on the task force’s report. It aims to streamline expenses related to dispute resolution, incentives, studies, research, and the management of human resources within the office.

Additionally, the procedure simplifies the preparation of bidding documents, publication of information, and management of costs for fuel, stationery, furniture, telephone services, electricity, water tariffs, as well as the purchase or rental of vehicles, tools, equipment, and maintenance works.

To facilitate regular supervision and monitoring of construction, consultancy, and procurement activities, the office can allocate up to 25 percent of the contingency amount to the department for purchasing vehicles, tools, and equipment.

This allocation requires consent from the Ministry of Finance.

The procedure also mandates that cost estimates consider the geographical location of the project area, other ongoing initiatives in the vicinity, the complexity and workload of the tasks, the qualifications required for supervisors, and the availability of technical human resources.

The Ministry stated that the work procedure aims to enhance the effectiveness of construction projects and expedite the progress of initiatives under its purview.
