KATHMANDU: The government has emphasized on using technology to curb the growing tendency of some unscrupulous persons capturing or selling the public and guthi land across the country. The guthis are religious or social trusts.
The Ministry of Land Management, Cooperatives and Poverty Alleviation has implemented what is called the ‘land record information management system (LRIMS)’ for managing the land across the country.
This system will facilitate in keeping track of the public and guthi land, and it has been developed in such a way that now no individual or institution can register the public land in their name.
The LRIMS online system was initiated in 2072 BS and it had been implemented only in 25 land revenue and survey offices as of 2074 BS. The system was expanded to 75 offices last fiscal year at the initiation of Minister for Land Management, Cooperatives and Poverty Alleviation, Padma Kumari Aryal. The system has been brought into operation in additional one office at the start of the current fiscal year.
The Ministry has included the details of public land throughout the country in the software to check the sale and encroachment of government land.
A technical team of the Ministry’s Land Management and Record Department has prepared particulars based on this software that give details of government and other types of land in a particular ward of a certain local level in a particular district in a specified province. The status of public land throughout the country can now be accessed through LRIMS.
More, the Ministry has constituted a commission for finding out and identifying the public land. The commission has already started its works.
Department’s information technology director Ram Dutta Joshi said the details of land of all places can be accessed from this software. “We can also monitor the works related to land transactions including the documents and the people involved in a particular land revenue and survey office of a certain district through this system,” he said.
The system has been developed in such a way that all these activities can be regulated from the center itself. A team comprising 12 people including the Department’s three officers and two engineers is carrying out this task at present.
There are more than 30 million registered land plots throughout the country so far and all these plots registered numbers have been entered in the LRIMS.
According to director-general at the Department, Gokarna Mani Duwadi, although this system had been installed for three years back, it has been expedited only last year. “This online service is now operational from 76 offices and we are planning to expand it to 40 more offices in this fiscal year,” he added.
Minister Aryal asserted that nobody would be able to tamper with the government land any more once the details of all the government land are inputted in the software. “The government is working vigorously to stop the illegal transaction of and encroachment on the public (government) land, which had been in practice with mala fide intention at different times by various parties in the past,” she said.
The Land Management Minister said they have entered the details of all government land in the software in an effort to check this tendency of illegal registering or transacting in government land.
