BHAKTAPUR: Nepali Congress (NC) President Sher Bahadur Deuba has said it is necessary to amend the constitution in order to make effective a proportional system.
He viewed that with the amendment in Constitution, the directly elected ones can be named member of House of Representatives while those from proportional representation go to the Upper House.
Inaugurating the district convention of NC here today, President Deuba reiterated, “If all political parties are united, the constitution can be amended for addressing problems relating to proportional representation.”
He directed party leaders and cadres from centre to local levels to devote to the campaign of making democracy robust.
On a different note, Deuba viewed although NC is in alliance, it is in compulsion to deal with all sides.
On the occasion, leader Dr Sekhar Koirala said, “Awarding amnesty to Resham Chaudhary against the orders from district court, high court and supreme court would weaken democracy. The President must have stopped such action which is being watched closely by the people. It will rather encourage impunity.”
He expressed concern over government’s decision to keep district election office under district administration office.
The Election Commission must be independent, free and fair to strengthen democracy, Koirala added.
Dr Koirala further argued that if proportional electoral system is not corrected, the country would face crisis.
The mixed election system bars majority of any political party, he reminded.
