HoR endorses bill to amend some acts against sexual violence



KATHMANDU: The House of Representatives (HoR) has endorsed the bill to amend some acts against sexual violence.

Today’s second session of the House of Representatives passed the bill to amend some acts against sexual violence-2079 BS.

The Speaker presented the bill before the session for a decision while main opposition CPN (UML)’s lawmakers Jhapat Bahadur Rawal objected to his proposal citing a lack of quorum.

The article 94 of the Constitution has the provision of quorum that says except as otherwise provided in this Constitution, no question or resolution shall be presented for decision in a meeting of either House of the Federal Parliament unless one-fourth of the total number of its members are present.

Following the alert by the main opposition, Speaker Sapkota took three minutes and directed the Secretariat employees to determine the number of members present in the meeting.

The number was counted 77 while the least number required to pass the document is 69.

Similarly, the meeting unanimously entertained a proposal tabled by Minister for Law, Justice and Parliamentary Affairs to pass the ‘Nepal Railway Bill, 2079 BS’.

The Minister presented the proposal along with the message of the National Assembly.
