CIAA’s probe reveals how bureaucrats turn unlawful property lawful

Land procured at 200 thousand sold in 16.8 million rupees after few days



KATHMANDU: The constitutional body to investigate and sue about the abuse of authority, Commission for the Investigation of Abuse of Authority (CIAA) has discovered some interesting ways of converting illegal income into legal.

While investigating the corruption allegation against Badri Raj Dhakal, the section officer of Lalitpur based Land Revenue Department, CIAA has found that to convert the illegal earnings into legal he has made the documents which show that the land he purchased at Rs 197 thousand was sold at 16.8 million rupees in the few days interval.

CIAA spokesperson Pradeep Kumar Koirala revealed that Dhakal who had started public service as a temporary teacher in 1997, is now a section officer in a land revenue office.

CIAA found Dhakal earning 102.75 million rupees till August 2019.

CIAA has filed a case against him in the special court, Kathmandu.

Dhakal who joined civil service as a non-gazetted first-class officer has worked in the land revenue office in many districts like Tanahu, Kaski, Dillibazaar Kathmandu, Parsa, Lagankhel and Lalitpur.

CIAA investigation revealed that Dhakal has procured a vehicle under his sister in laws name and has used his brother in law’s account in Janata Bank for banking transaction.

Cunningly, instead of using the bank accounts of his family members, Dhakal has been using the account of his brother in law Nava Raj Aryal. Dhakal has opened and operated the account of Aryal who is in Australia. Dhakal has got the transaction of 42.69 million rupees from that account.

CIAA investigation shows that while in Land Revenue Office, Tanahu, Dhakal had influenced Dek Bahadur Gurung and his wife through the wrong means to get their land transferred into his name at a nominal rate.

Through a fake sale transaction of the land procured at 127 thousand rupees, Dhakal is found to have earned 16.8 million in a few days’ intervals.

According to CIAA sources, during his service period, Dhakal has managed to accumulate 145.38 million out of which only 42.6 million is found to have been earned legally. In other words, he has earned 102.75 million unlawfully and illegally.
