Law Ministry seeks public feedback on Nepal Law Commission amendment bill

KATHMANDU: The Ministry of Law, Justice and Parliamentary Affairs has invited public comments and suggestions on a draft bill to amend the Nepal Law Commission Act, 2007 (2063 BS).

In a public notice issued on Monday, the ministry urged members of the public to submit their feedback through its online suggestion portal within seven days of the notice’s publication.

According to the ministry, the consultation aims to make the proposed legislation more inclusive, effective and practical by incorporating input from citizens and other stakeholders.

Minister for Law, Justice and Parliamentary Affairs Sobita Gautam said the government is working to strengthen the Nepal Law Commission in order to make the drafting of government legislation more institutionalised and accountable.

She said the government plans to end the practice of relying on external consultants and agencies to prepare draft legislation, with future government bills to be drafted directly by the Nepal Law Commission.

The ministry said the initiative is part of its broader policy of making the law-making process more participatory, transparent and accountable by regularly seeking public feedback on draft legislation.

It expressed confidence that greater public participation would contribute to the development of higher-quality laws.

Meanwhile, the ministry has declared the 2026/27 fiscal year (2083/84 BS) as the “Year of Legal Reform and Lawmaking.” As part of the campaign, it has already submitted a list of 166 proposed bills to the Federal Parliament for consideration during the current fiscal year.

The ministry said public feedback will be incorporated into the draft bill where appropriate before it is sent to the Ministry of Finance for its opinion. The revised bill will then be submitted to the Cabinet for approval before being registered in the Federal Parliament.

The bill will subsequently undergo parliamentary deliberations, including committee review, before being passed. Once certified by the Speaker and authenticated by the President, it will come into force as law.
