KATHMANDU: The main opposition party, Nepali Congress, has issued a six-point statement drawing the government’s attention to the report released by the National Human Rights Commission (NHRC) regarding the Gen-Z movement of September 8 and 9, 2025.
The NHRC report, made public on Wednesday, has triggered intense political debate after recommending legal action against several high-profile figures, including former Prime Minister KP Sharma Oli and 17 lawmakers of the Rastriya Swatantra Party (RSP).
In a statement issued on Thursday, Nepali Congress spokesperson Devaraj Chalise urged the government to bring all those involved in the incidents under legal scrutiny without political protection, regardless of their position or status.
The party stated that the initial phase of the movement had been peaceful and centered on demands for good governance. However, it concluded that the protests were later infiltrated and turned violent in a planned manner.
Nepali Congress said acts such as vandalism, arson, looting, and killings targeting public and private property during the protests were against democratic norms and values.
In its six-point attention note, the party called on the government to officially clarify its position regarding the NHRC recommendations and ensure accountability.
The party demanded lawful action against all individuals, lawmakers, and institutions identified by the commission for excessive use of force or involvement in violent activities, stressing that the process must remain free from political influence and government pressure.
The Nepali Congress also called for justice, compensation, and rehabilitation for families of those killed or injured due to excessive use of force during the protests.
It further urged the state to compensate private sector losses either through insurance mechanisms or direct state support where insurance coverage is unavailable.
The party also emphasized the need for reforms to make security agencies more modern, effective, and human rights-friendly.
In its final point, Nepali Congress noted that the NHRC report itself had found the earlier investigation conducted by the Gauri Bahadur Karki Commission to be incomplete and inadequate. The party also pointed out that the NHRC had recommended a detailed investigation even into its own chairperson, urging the government to immediately begin further inquiry into the matter.
