HoR polls: EC announces action against campaign interference



KATHMANDU: A fine of Rs 200,000 will be imposed on any political party or candidate found guilty of obstructing another party’s or candidate’s election campaign.

The Election Commission (EC) stated that under federal law, anyone who interferes with an election campaign or prevents a person from exercising their voting rights can face a fine of Rs 200,000, imprisonment of up to three years, or both.

The Commission said it is closely monitoring campaign activities of political parties and candidates contesting the House of Representatives election through various mechanisms.

It has received complaints alleging that campaigns have been disrupted in different ways by rival parties, candidates, their cadres, or even members of the public. The Commission also noted that it has taken serious notice of related reports published in various media outlets.

The Election Code of Conduct clearly outlines the behavior expected from political parties, candidates, their sister organizations, and concerned individuals. It prohibits anyone from disturbing or obstructing rallies, public meetings, corner assemblies, gatherings, or any other campaign programs organized by political parties or candidates.

Likewise, the Election (Offences and Punishments) Act states that no individual may hinder another from contesting the election, campaigning in accordance with prevailing federal election laws, or exercising their right to vote.

The Commission emphasized that ensuring a free, fair, impartial, and fear-free election environment is the collective responsibility of political parties, candidates, citizens, and all stakeholders.

It has urged all concerned not to engage in, or encourage, any actions intended to obstruct lawful election campaigning.
