Rabi: House 2/3 majority alone cannot amend Constitution



KATHMANDU: Rastriya Swatantra Party (RSP) Chair Rabi Lamichhane has said a two-thirds majority in the House of Representatives alone is not sufficient to amend Nepal’s Constitution.

Speaking at a meeting of the House of Representatives’ State Affairs and Good Governance Committee on Thursday, Lamichhane said constitutional amendment would require more than securing a two-thirds majority in the lower house.

Rastriya Prajatantra Party lawmaker Gyan Bahadur Shahi had told Lamichhane that he would support a constitutional amendment if the required two-thirds majority could be secured.

Responding to Shahi, Lamichhane said a two-thirds majority in the House should not be viewed as sufficient by itself.

“Just because we have a two-thirds majority in the House does not mean we will not amend the Constitution. We all know that,” Lamichhane said. “A two-thirds majority of the House alone is not enough for constitutional amendment. We must take these matters into consideration.”

Lamichhane also urged lawmakers to respect the dignity of public office when raising questions about individuals during parliamentary committee meetings.

His remarks came after RSP lawmaker Khagendra Sunar made remarks about Inspector General of Police Dan Bahadur Karki in what Lamichhane considered an inappropriate manner.

“Speaking louder does not make the facts stronger,” Lamichhane said, stressing that questions raised in parliamentary committees should be backed by strong evidence.

He urged lawmakers to ensure that evidence is strong enough to support their claims rather than relying on the force of their voices.
