KATHMANDU: The Department of Foreign Employment has instructed manpower companies to regularly monitor the condition of Nepali workers abroad to ensure the protection of their rights, safety, and labour entitlements.
Issuing a notice, the Department said the directive comes amid rising complaints that Nepali workers are not receiving wages and service benefits as per employment agreements, are being provided inadequate or unsafe accommodation, or are being made to work under conditions that violate contractual terms.
According to the notice, licensed manpower agencies must regularly monitor each individual worker and labour group (lot number) deployed abroad. Agencies are also required to directly contact at least 5 to 10 workers from each group every month to collect information on wages, benefits, housing, working conditions, and other employment-related matters.
If any discrepancy with the employment agreement is identified, manpower companies must immediately coordinate with the concerned employer to resolve the issue. The collected information must be submitted to the department’s monitoring branch every three months.
The Department has also directed agencies to ensure that workers are properly briefed before departure on employment contracts, destination country laws, labour rights, available services and facilities, and grievance mechanisms.
It further states that manpower companies must promptly address complaints from workers abroad and, where necessary, coordinate with relevant authorities to facilitate rescue, compensation, or other required support.
