HoR approves govt policy and program despite opposition obstruction



KATHMANDU: The House of Representatives (HoR) on Thursday approved the Government of Nepal’s policy and program for the upcoming fiscal year despite protests and obstruction by opposition lawmakers.

The policy and program was endorsed after Finance Minister Dr. Swarnim Wagle responded, on behalf of Prime Minister Balendra Shah, to issues raised during the parliamentary discussion.

After Minister Wagle’s response, Speaker Dol Prasad Aryal invited lawmakers to seek further clarification. However, no member participated in the clarification session as opposition lawmakers continued protesting and demanding the Prime Minister’s presence in the House to respond to the discussion.

Speaker Aryal then asked opposition lawmakers who had registered amendment proposals to withdraw them. As the protesting members did not withdraw their proposals, the Speaker proceeded to present the amendments for decision.

While putting the amendment proposals to a vote, Speaker Aryal announced that they had been rejected by a majority. A total of 35 amendment proposals had been registered by opposition lawmakers against the government’s policy and program.

President Ram Chandra Paudel had presented the Government of Nepal’s annual policy and program for the fiscal year 2083/84 through an address to the joint session of both houses of the Federal Parliament.
