KATHMANDU: A Prime Minister’s Delivery Unit (PM Delivery Unit) is set to be established within the Office of the Prime Minister and Council of Ministers.
The PM Delivery Unit will be responsible for monitoring implementation and coordinating among government agencies to ensure the effective execution of the 18-point National Commitment approved by the Council of Ministers.
It may be noted that the Balen Shah-led government had earlier unveiled a 100-point governance reform agenda. Building on that agenda, the National Commitment was prepared by incorporating the manifestos, pledges, and commitments of the six nationally recognized political parties that contested the March 5 elections and secured representation.
Several commitments outlined in the document have already been incorporated into the government’s annual policy, programs, and budget for the upcoming fiscal year 2026/27.
According to the Office of the Prime Minister and Council of Ministers, commitments that are not included in the current policy and budget will be integrated into future reform agendas. All commitments will be implemented through the respective ministries and government agencies by incorporating them into their annual programs and budgets.
The Prime Minister’s Office stated that the PM Delivery Unit is being established to oversee the overall implementation of these commitments, monitor progress, and facilitate coordination among ministries and agencies to ensure timely execution.
The proposed PM Delivery Unit is not a new concept. Similar delivery units have been established in several countries to improve government performance and accountability.
The Prime Minister’s Delivery Unit in the United Kingdom, established under former Prime Minister Tony Blair, is one of the best-known examples of this model. Comparable mechanisms also exist in countries such as Malaysia and Rwanda. In Rwanda, the Prime Minister’s Office plays a central role in coordinating government programs and monitoring the implementation of national policies.
