Minister’s secretariat driver arrested in kidnapping and torture case in Saptari



SAPTARI: Police in Saptari District have arrested a man accused of involvement in a kidnapping, unlawful detention and inhumane treatment case.

According to the District Police Office Saptari, the arrested individual is 27-year-old Mustakim Miya, originally from Mahadeva Rural Municipality-1 and currently residing in Rajbiraj Municipality-3.

Police said Miya had recently been appointed as a driver in the personal secretariat of Ramji Yadav.

He was arrested on Monday from Rajbiraj Municipality-8.

According to investigators, Miya and a group of accomplices allegedly abducted a young man, took him to a secluded area, held him captive, assaulted him and stripped him naked while recording videos of the abuse.

Police said Miya had been absconding following the incident and was arrested during a search operation.

Authorities have obtained a seven-day remand extension from the Saptari District Court through the District Government Attorney’s Office for further investigation.

Police had earlier sought arrest warrants against four individuals, including Miya, on charges of kidnapping, unlawful detention and inhumane treatment after a complaint was filed by Rajkumar Chaudhary.

According to police, the victim was allegedly abducted at gunpoint from Hanuman Chowk in Rajbiraj Municipality-3 on the morning of February 26 by a group arriving on motorcycles.

The victim was then reportedly taken behind Himalaya Rice Mill in Rajbiraj-8, where he was beaten and stripped naked.

The complaint states that the accused forced the victim to lick spit from the ground and dance to Bhojpuri songs while filming the acts.

The group is also accused of robbing the victim of a mobile phone worth around Rs 22,000, a two-tola gold chain and Rs 130,000 in cash.

Police said the victim was held captive for nearly three hours and threatened with death, mutilation and public release of the videos if he disclosed the incident.

Arrest warrants had been issued against Miya along with Mohammad Juned Miya, Mohammad Eqbal Miya and Aditya Kumar Yadav.

Minister Yadav had appointed Mustakim Miya to the post of light vehicle driver in his secretariat on April 10, instructing him to carry out his duties with honesty and responsibility. The appointment information had also been forwarded to the Office of the Prime Minister and Council of Ministers.
