KATHMANDU: The Ministry of Land Management, Cooperatives and Poverty Alleviation has formed a committee to examine the procurement and use of software and hardware at its subordinate agencies.
The committee will assess the actual condition, use, quality and utility of hardware and software purchased for the Nepal Land Information System (NeLIS), Land Records Information Management System (LRMIS) and Mero Kitta platforms used by the Department of Survey and the Department of Land Management and Archive.
Formed through a ministry decision on September 8, 2026, the committee has been instructed to submit its report within seven days.
The committee is coordinated by ministry Joint Secretary Dholak Raj Dhakal. Its members include a representative at the information technology director level from the Office of the Prime Minister and Council of Ministers, ministry Under Secretaries Devendra Sapkota and Ramchandra Regmi, Accounts Officer Digambar Rijal and Section Officer Lokmani Khanal. Computer Engineer Dubesh Shrestha is the member-secretary.
The committee has been tasked with reviewing all records and documents related to the procurement of the hardware and software, checking whether procurement procedures complied with prevailing standards, and conducting on-site inspections to assess the condition, use, quality and utility of the purchased systems and equipment.
It will also investigate possible irregularities or misuse of public resources in the procurement process and submit recommendations for improvement based on its findings.
The study is expected to help establish the effectiveness of digital systems used in land administration and assess how public resources have been utilised.
