National Assembly passes Finance Bill



KATHMANDU: The National Assembly, the Upper House of the federal parliament, on Thursday passed the Finance Bill, 2026, sending it back to the House of Representatives (HoR) for further process.

Finance Minister Swarnim Wagle presented the bill for clause-wise discussion along with the message received from the HoR. His proposal to proceed with the deliberation was endorsed by a majority vote.

Earlier, Minister Wagle had presented a proposal seeking approval of the bill without additional comments and requested that it be returned to the lower house.

During the discussion, National Assembly members Prem Dangal, Samjhana Devkota, Roshani Meche, and Somnath Portel raised concerns over the government’s decision to impose taxes on education and health services.

During the zero hour, National Assembly members also urged the government to ensure access to food and safe housing for landless squatters.
