NHRC says internal investigation reports not made public to protect sensitive information



KATHMANDU: National Human Rights Commission (NHRC) Chairperson Top Bahadur Magar has said the commission does not publicly release its internal investigation and monitoring reports due to the sensitive information they contain.

Speaking at a meeting of the House of Representatives’ Law, Justice and Human Rights Committee on Wednesday, Magar said NHRC reports include victims’ complaints, witness statements, confidential investigation details and sensitive documents, making direct public disclosure inappropriate.

He said the commission only makes public its final decisions and recommendations based on those reports.

Magar also expressed concern over the government’s removal of landless squatters without proper alternative arrangements, saying the commission has sought an official response from the government regarding the reasons and circumstances behind such actions.

He said the commission has recommended that the government first identify genuine landless squatters who have been residing in settlements since before April 14, 2022, and provide alternative housing arrangements before carrying out any management or relocation process.

The NHRC chairperson also said the commission prepares human rights-related reports in coordination with constitutional bodies, including the National Dalit Commission and the National Women Commission.

He added that such reports are also jointly submitted to international human rights mechanisms.
