Gen-Z protest: Karki Commission submits report to PM Karki



KATHMANDU: The inquiry commission led by former judge Gauri Bahadur Karki has submitted its report to Prime Minister Sushila Karki on Monday, investigating the casualties and destruction during the Gen-Z movement on September 8 and 9, 2025.

According to former DIG Bigyanraj Sharma, a member of the commission, the main body of the report exceeds 900 pages.

A team including commission coordinator Karki, member Sharma and legal expert Bishweshwor Bhandari handed over the report at the Office of the Council of Ministers in Singha Durbar.

“We have tried to determine what happened on September 8 and 9, 2025. Based on what we saw and understood, we have provided our opinions and recommendations,” Sharma said. “Now the report belongs to the government, which should take necessary action and provide rewards where appropriate. Those who committed wrongdoing should face action.”

Sharma did not disclose details of the commission’s recommendations regarding former Prime Minister KP Sharma Oli and then Home Minister Ramesh Lekhak. He said the commission had recommended action and it was now up to the government to implement it.

“The main report alone is more than 900 pages, with additional schedules and documents,” he said. “Including all supporting materials, the total documentation ranges between 8,000 and 10,000 pages. The report was prepared after thoroughly examining the events of both days.”

Sharma added that the commission has recommended action against those responsible for mistakes during the movement. He also pointed to security lapses during the protests.

“There were some shortcomings in security arrangements during the movement. When protesters advanced toward the Parliament building premises, weaknesses in the barricade system became evident,” he said.

He said Prime Minister Karki thanked the commission after receiving the report and stated that the government would proceed with necessary steps.

Sharma also noted that the commission’s findings would not remain unimplemented like earlier inquiries such as the Mallik Commission and the Rayamajhi Commission.

“We recorded statements from more than 200 individuals and also sought opinions from experts,” he said. “This report should be implemented, and action should be taken against those identified.”
