Ministry of Communications signs performance agreements with subordinate bodies



KATHMANDU: Minister for Information and Communications Dr. Bikram Timilsina and Communications Secretary Rajendra Kumar Paudel have signed a performance agreement for fiscal year 2083/84 BS.

On the occasion, heads of divisions and subordinate bodies under the Ministry also signed performance agreements with Secretary Paudel.

The agreements were signed by Arjun Ghimire, chairman of the Nepal Telecommunications Authority; Sangita Pahadi (Aryal), managing director of Nepal Telecom; Devraj Dhungana, executive director of the Security Printing Center; Sandip Rai, general manager of Rastriya Samachar Samiti; Urbashi Basnyat, acting chairperson of Public Service Broadcasting Nepal; Hikmat Bahadur Rawal, general manager of Gorkhapatra Corporation; and Santosh Shrestha, chairman of the Advertising Board.

The agreements, signed in accordance with the Financial Procedures and Fiscal Responsibility Act, 2076 BS, and the Financial Procedures and Fiscal Responsibility Rules, 2077 BS, aim to make the Ministry’s programmes more accountable, results-oriented and measurable.

Speaking on the occasion, Minister Timilsina said the performance agreement should serve as an important guideline for achieving the Ministry’s annual targets and improving day-to-day service delivery.

He said the concerned bodies must set their own targets and work accordingly. Stating that the Ministry’s success depends on the performance and achievements of its subordinate agencies, he urged all bodies and officials to take their responsibilities seriously.

Minister Timilsina also reminded officials that failure to meet agreed targets could result in them being relieved of their responsibilities.

“The government has adopted a zero-tolerance policy toward promoting good governance. Therefore, it is the responsibility of everyone to contribute to establishing good governance,” he said.

Addressing the programme, Secretary Paudel said performance agreements are crucial for guiding the Ministry and its subordinate bodies with clear schedules for meeting annual targets, carrying out required tasks and achieving goals set by the annual policies, programmes and budget.

He said all concerned agencies are expected to work with commitment and deliver results in accordance with the targets and indicators specified in the agreements.

Earlier, on August 3, Prime Minister Balendra Shah and Minister Timilsina had signed a performance agreement for fiscal year 2083/84.

The agreement was signed to ensure the effective implementation of programmes outlined in the Government of Nepal (Allocation of Business) Rules, 2083 BS, as well as the annual policies, programmes and budget for fiscal year 2083/84, with the aim of achieving the expected outcomes within the stipulated time, cost and quality standards.
