KATHMANDU: A task force formed to prepare a discussion paper on constitutional amendment is set to review past agreements and understandings reached between the government and various agitating groups.
The task force, coordinated by political adviser to Prime Minister Balen Shah, Asim Shah, has requested concerned ministries and government bodies to provide copies of agreements directly or indirectly related to constitutional amendments.
According to task force member-secretary Liladhar Subedi, the study will examine how constitutional issues were addressed in past negotiations, discussions, and written agreements during different periods of political dialogue.
The task force secretariat has already sent formal letters to all ministries and relevant offices seeking necessary documents.
According to the secretariat, the scope of the study includes the 2006 Comprehensive Peace Accord, as well as agreements related to the Madhesh movement, Tharuhat movement, and indigenous nationalities’ movements.
Agreements involving religious communities, teachers, Dalits, women, doctors, health workers, civil servants, and local representatives following various movements will also be reviewed.
The review will further cover commitments related to constitution, federalism, inclusiveness, representation, identity, and state restructuring.
The task force stated that the overall study aims to identify possible areas for constitutional amendment by analyzing demands raised by different communities and the government’s commitments made during constitution-making and implementation phases.
