JANAKPURDHAM: A 13-point agreement has been reached between a government team led by Home Minister Sudan Gurung and representatives of various Hindu organizations.
Dhanusha Chief District Officer Prem Prasad Luitel said the agreement was reached during talks held at the District Administration Office, Dhanusha, last night.
During the discussions, the Hindu Samrat Sena and other protesting Hindu groups submitted a 13-point memorandum raising issues related to religious harmony, social peace, and national identity. The agreement was reached on the basis of those demands.
According to the agreement, the parties have agreed to initiate an all-party discussion within three months on the issue of declaring Nepal a Hindu nation.
They have also agreed to control the display of weapons and other provocative activities at religious sites, regulate the use of loudspeakers and sound amplification equipment at temples, mosques, monasteries, churches, and other religious institutions, and allow only limited use of sound systems for necessary religious activities.
The agreement further includes provisions to maintain records of individuals residing in religious institutions and to monitor and manage such cases through the relevant authorities if foreign nationals are involved. It also calls for legal action against those spreading religious, communal, or racial hatred through social media.
In addition, the two sides have agreed to review the cases of individuals arrested after the Dewanganj incident in Sunsari and take necessary decisions in accordance with the law. Arrangements will also be made for treatment and health services for those injured during the protests, and the justification, necessity, and legal basis of religious commissions will be reviewed.
The agreement also states that the safety of citizens participating in the movement will be ensured, the citizenship distribution process will be investigated where questions have been raised, and legal action will be taken on issues involving foreign nationals.
Furthermore, the parties have agreed to conduct financial monitoring of funds and other resources received by madrasas, mosques, and other religious institutions, ensure transparency in such financial transactions, and initiate regulatory or legal action if necessary.
The talks were attended by Home Minister Sudan Gurung, Madhes Province Chief Minister Krishna Prasad Yadav, Minister for Economic Affairs Yubaraj Bhattarai, Minister for Home, Communications and Law Fakira Mahato, House of Representatives member Manish Jha, Janakpurdham Sub-metropolitan City Mayor Manoj Kumar Sah, and representatives of Hindu organizations including the Hindu Samrat Sena.
