HoR meeting: Civil Service Bill set to be passed



KATHMANDU: Both houses of the Federal Parliament are taking place today. The meeting of the House of Representatives (HoR) is scheduled to take place at 1:00 PM at the Federal Parliament Building in New Baneshwor.

On the agenda for today’s meeting is the passage of the much-anticipated Federal Civil Service Bill, 2080. There have been longstanding concerns about challenges in implementing administrative federalism, despite the country’s transition to a federal structure.

Although the bill was previously scheduled for approval on June 15, it was postponed at the last minute.

In today’s session, Minister for Federal Affairs and General Administration, Rajkumar Gupta, is slated to present a proposal to discuss the Federal Civil Service Bill along with the report from the State Management and Good Governance Committee.

Following deliberations by lawmakers, the bill is expected to be passed by the House of Representatives. It will then be forwarded to the National Assembly.

Upon its approval by the National Assembly and subsequent return to the lower house, the Speaker will certify the bill and submit it to the President. The bill will come into effect following presidential assent.

Meanwhile, the National Assembly is also meeting today at 12:15 PM. The agenda includes group discussions on the appropriation headings of 14 ministries under the Appropriation Bill, 2082.
