KATHMANDU: The State Affairs and Good Governance Committee of the House of Representatives held detailed discussions on Monday with representatives of various trade union organizations regarding the proposed Federal Civil Service Bill.
In the meeting, officials from six civil service-related trade unions presented a range of suggestions concerning civil servant appointments, promotions, transfers, and retirement benefits under the upcoming legislation.
Among the key demands was a one-time re-selection opportunity for employees who have already been adjusted at federal, provincial, or local levels.
The unions also recommended that civil servants who have served in a position for five years be eligible for promotion by one level, with the same provision extended to those who have served ten years or more.
They further highlighted the need for a predictable and cyclical transfer system across all levels of government. Another significant recommendation was to add the years of service to pension calculations for employees promoted through open or internal competition, regardless of whether they served at the federal, provincial, or local levels.
The unions also called for a one-time age-exempt competitive opportunity for employees currently working on temporary or contract-based appointments, along with a provision of gratuity benefits for those who are unsuccessful in such competitions.
Additionally, the representatives urged the committee to facilitate inter-provincial transfers for integrated or newly appointed employees at the local and provincial levels and to recognize health and parliamentary services as specialized branches within the broader civil service.
The committee also consulted with officials from the Nepal Medical Association and the Federal Parliament Secretariat Employees Union, who provided specific feedback related to their sectors.
