Rabi Lamichhane calls for constitution rewrite and end to federalism



KATHMANDU: Rastriya Swatantra Party (RSP) Chair Rabi Lamichhane, currently in judicial custody over a cooperative fraud case, has issued a strong political statement from Bhairahawa prison calling for the complete rewriting of Nepal’s constitution.

In a 20-page appeal made public on the party’s third anniversary, Lamichhane claimed the current constitution supports corruption and political criminality, and said only a total rewrite—not mere amendment—can address the country’s deep-rooted problems.

Lamichhane argued that Nepal should adopt a directly elected executive system to replace the current parliamentary model, which he said has caused persistent instability.

He also demanded the abolition of the federal structure, claiming it has failed to deliver and is financially burdensome. Additionally, he called for the transformation of the National Assembly into a chamber of experts rather than a refuge for defeated leaders or political relatives.

His appeal further demanded a complete restructuring of all constitutional bodies, an investigation into the assets of high-ranking officials, and a review of cabinet decisions made since1990. He also urged the dismantling of all political parties’ sister organizations, arguing that they have contributed to corruption and politicization.

Lamichhane stressed the need for a second phase of economic reforms to promote employment, investment, and entrepreneurship. He called on the public to prepare for a “peaceful revolution”—either through elections or street protests—to restore good governance.

Despite being behind bars, Lamichhane’s message is expected to fuel ongoing debates on constitutional reform, federalism, and governance. His bold proposals signal RSP’s continued push for systemic change, even amid legal and political challenges.
