According to the Ministry of Federal Affairs and General Administration, the recognition is aimed at encouraging healthy competition among local governments while strengthening governance and development management. The LISA mechanism evaluates institutional capacity, helping identify areas of reform and innovation.

The awards will be presented on August 22 at a special ceremony to be attended by Minister for Federal Affairs and General Administration, Bhagawati Neupane.
