KATHMANDU: Home Minister Ramesh Lekhak said the government is working closely with both international and national partners in all stages of disaster management, underlining Nepal’s commitment to strengthening humanitarian response and preparedness.
Addressing the Nepal Humanitarian Conference 2025 in Kathmandu on the occasion of World Humanitarian Day, Minister Lekhak stressed the need for regional unity, exchange of experiences, and practical solutions to address disasters and humanitarian crises. The conference was held under the theme “Strengthening Global Solidarity and Empowering Local Communities.”
Highlighting Nepal’s vulnerability, Lekhak said the country faces repeated natural disasters due to its complex geography.
“Beyond earthquakes, floods, landslides, droughts, and wildfires, humanitarian action in Nepal also confronts challenges driven by climate change, environmental degradation, conflict, and rising inequality,” he said. “The frequency and severity of such events are increasing. Climate change is inflicting damage on us in ways we never imagined.”
The Home Minister noted that during disasters and crises, local governments, communities, volunteers, and individuals are the first responders.
Recalling the 2015 Gorkha earthquake, he said Nepal witnessed firsthand how communities led search, rescue, relief, and early recovery efforts. “Humanitarian assistance has not only continued but grown stronger. Nepal has emerged as a leader in humanitarian solidarity, with the spirit of support becoming more visible in times of crisis,” he added.
Citing the Constitution of Nepal, Lekhak emphasized that disaster management is the primary responsibility of local governments. He outlined several government initiatives: disaster management committees at the municipal level, establishment of local emergency operation centers, creation of warehouses in municipalities, training of volunteers, and formation of local disaster management funds.
“The government prioritizes local leadership in emergency preparedness, risk reduction, and reconstruction,” he said.
The Home Minister expressed hope that the conference would draw meaningful conclusions on strengthening local leadership and fostering equal partnerships.
He also underscored the need to address growing financial challenges in the humanitarian system through locally managed mechanisms and the development of sustainable financial structures.
“For this, we need investment in the capacity-building of local governments, volunteer management, governance, and coordination systems,” Lekhak said. “Expanding partnerships will empower local stakeholders. Sharing and documenting successful practices at regional and international levels can inspire global transformation.”
Minister Lekhak reaffirmed the government’s commitment to strengthening local capacity, advancing emergency preparedness, and ensuring sustainable reconstruction. He added that Nepal remains dedicated to building a resilient humanitarian system by working in collaboration with development partners, international organizations, and national NGOs.
