KATHMANDU: The State Affairs and Good Governance Committee under the House of Representatives has passed the Federal Civil Service Bill with several amendments.
In a meeting held Friday at Singha Durbar, the committee endorsed the final draft report of the bill, which outlines the formation, operation, and service conditions of the Federal Civil Service.
Committee Chair Ramhari Khatiwada confirmed the passage of the bill and noted that it was approved with consensus among members, the government, and relevant stakeholders.
One of the key provisions includes a two-year cooling period before assuming certain positions. Additionally, the retirement age for civil servants has been set at 60 years. The committee also agreed to implement this age limit gradually over two fiscal years using a 1-1 year method.
Home Minister Ramesh Lekhak had earlier proposed the two-year cooling period and recommended increasing the retirement age from 58 to 60, based on average life expectancy and international practices.
He suggested implementing the age limit increase gradually, raising it by one year in the first fiscal year and by another year in the following year. The committee accepted the proposal after broader consultations.
The Federal Civil Service Bill was initially registered in the House of Representatives on March 4, 2024. After theoretical discussions, it was referred to the State Affairs Committee on May 28, 2024, for clause-wise deliberations.
A total of 1,583 amendments grouped into 124 categories were registered during the discussion process.
