Parliament Service Day observed with a range of programs



KATHMANDU: Federal Parliament Service Day is being observed today, Mangsir 28 (December 14), with various programs to mark the establishment of the autonomous Parliament Service, which operates separately from the civil service.

The Parliament Service was established as an independent entity in 2058 BS. To commemorate its formation through a separate act aimed at making parliamentary practices more effective, dignified and professional, Parliament Service Day is celebrated annually on this date. The Federal Parliament Secretariat has organised several events to mark the occasion.

Under Article 207 of the Constitution of Nepal, a dedicated secretariat is mandated to manage and operate the Federal Parliament, with provisions related to its establishment and functioning governed by federal law. Accordingly, the parliamentary service operates under its own legislation rather than the Civil Service Act, giving it a specialised, autonomous and professional character.

The parliamentary service plays a vital role in providing administrative and technical support to the Federal Parliament, the highest representative body of the state. This support is essential for the effective implementation of the constitution and the law-making process.

The Federal Parliament Secretariat is responsible for ensuring the availability of manpower, information, technology and physical resources needed for parliamentary operations. Its specialised structure has been instrumental in facilitating legislative work and parliamentary proceedings.
