Special committee gets 21 days to probe Civil Service Bill irregularity



KATHMANDU: The Parliament has given a three-week deadline to the special investigation committee formed to probe alleged irregularities in the report of the Federal Civil Service Bill, particularly concerning the removal of the ‘cooling-off period’ provision.

The committee, formed with representation from five major parties in the House of Representatives, was tasked following uproar over last-minute changes to a clause that had previously been unanimously endorsed by the State Affairs and Good Governance Committee.

According to the Speaker’s Secretariat, the seven-member probe panel comprises Jeevan Pariyar and Sushila Thing from the Nepali Congress, Ishwari Gharti and Narayan Prasad Acharya from the CPN-UML, Madhav Sapkota from the CPN (Maoist Centre), Ganesh Parajuli from the Rastriya Swatantra Party (RSP), and Roshan Karki from the Rastriya Prajatantra Party (RPP).

The formation of the committee followed strong criticism after the cooling period clause—earlier passed unanimously by the State Affairs and Good Governance Committee—was missing in the final draft tabled in the House. This prompted concerns of deliberate manipulation.

The committee has been given a 21-day deadline to complete its investigation and submit its report. The findings are expected to play a key role in ensuring transparency in the legislative process and maintaining bureaucratic accountability.
