Lawmakers urge budget reform, push for agricultural focus



KATHMANDU: Lawmakers continued deliberations in the House of Representatives (HoR) on the government’s annual policies and programs for the upcoming fiscal year 2082/83, presented by President Ram Chandra Paudel during a joint session of the Federal Parliament.

Speaking on behalf of their respective parties, parliamentarians put forth a range of suggestions and concerns regarding the direction of government policy.

Nepali Congress lawmaker Narayan Prakash Saud emphasized that the budget should be allocated only after ensuring adequate resources. Stressing the need for greater economic self-reliance, Saud noted that Nepal, despite being an agricultural country, has yet to achieve self-sufficiency.

He also called for a distinct policy addressing issues related to Non-Resident Nepalis (NRNs), particularly in terms of dual citizenship, residency, and property rights.

CPN-UML lawmaker Ishwor Bahadur Rijal highlighted the importance of incorporating science and technology in national development, stating that meaningful progress is not possible without embracing modern innovation.

Maoist Centre MP Mahindra Raya Yadav advocated for an economic development strategy based on public-private partnership (PPP) models. He also urged the government to ensure the timely and systematic implementation of national pride projects, many of which he said remain stalled.

Yadav further noted the ongoing challenges Nepalis face in accessing clean drinking water and called on the government to prioritize this issue. He strongly recommended that at least 10 percent of the national budget be allocated to the agriculture sector to enhance productivity and support farmers.
