‘Province and local governments should be enabled as per the constitutional arrangement’

LALITPUR: Nepali Congress (NC) general-secretary Gagan Kumar Thapa said the province and local governments should be enabled with authority as per the constitutional arrangement.

At a programme ‘Issues of Province in the light of Enabling Federalism’ jointly organized by the Office of Chief Minister and Council of Ministers and Ministers of Bagmati Province and Federalism and Localization Centre here today, he stressed the need for the federal government to facilitate the provinces and local levels to work according to the law by formulating laws and action plans.

“It is wrong that the province is being humiliated to make it easier to get rid of public anger. For strengthening federalism, laws should be made easily from the federal parliament,” Thapa said, adding, “A group of parties has been therefore formed to enact the bills within next mid-April and present the remaining laws in the parliament.”

He pointed out the need for all levels of government to work to encourage the voters by providing effective services within three years.

Chief Minister Bahadur Singh Lama expressed the belief that the federation would provide constructive support and coordination to the province and local levels for strengthening federalism.

Nepal Communist Party (UML) Secretary Chhabilal Bishwakarma stressed the need to fix the drawbacks seen in the implementation of federalism as per the spirit of the constitution.

Nepal Communist Party (Unified Socialist) Vice-Chair Bhanubhakta Joshi said there were problems in the implementation of plans, policies and programmes and budget due to lack of government stability.

Former Chief Minister of Karnali Province and Communist Party of Nepal (Maoist Centre) leader Mahendra Bahadur Shahi complained that the leaders were not interested in resolving the complexities seen in the performance of the three-tier government as per the spirit of the constitution.

He said that the federal government should facilitate and manage to create an environment to work as per the rights guaranteed by the constitution.

Rastriya Parishad member Jayakanta Raut, Constituent Assembly member Prahlad Lamichhane, Federalism and Localization Centre Chair Khimlal Devkota and Dr Dipendra Rokaya expressed their views on the issues of the implementation of the constitution and federalism.
