KATHMANDU: The CPN-UML has set seven criteria for the selection of representatives to its upcoming 11th General Convention.
The party issued an Antar Party Nirdeshan (APANI), an internal directive, outlining these criteria and dispatched them to its subordinate committees.
According to the party’s Secretariat, the UML’s 11th General Convention will be held in Kathmandu from December 13 to 15. The selection of representatives across the country has been scheduled for November 29.
The directive states that the selection of representatives must be based on the list of verified party memberships certified by the Central Organization Department. Members who wish to transfer their membership to another geographical unit must complete the process by November.
The APANI further clarifies that ex officio representatives (those already serving as organizers) will not be allowed to take part in the delegate selection process. All other members, however, may participate in only one designated cluster to select their representatives.
The party has instructed district and provincial committees to publish the list of members under the Dalit and Workers’ clusters at least a week before the selection. Similarly, members affiliated with party-aligned public organizations must choose whether to remain in a geographical or special committee, but not both.
In case of any dispute or ambiguity during the selection process, committees have been advised to contact the Central Organization Department. The directive also warns that sending more representatives than the assigned quota under the pretext of dispute will not be recognized.
According to Rajendra Gautam, head of the party’s Publicity and Publication Department, the directive issued by Party Chair KP Sharma Oli on Tuesday is currently being circulated to subordinate committees. After receiving it, district committees will make arrangements for selecting representatives according to the federal electoral constituencies.
A total of 2,127 representatives, including central members, office bearers, geographical and cluster representatives, and nominees, are expected to participate in the General Convention.
Selected representatives are required to submit their personal details, along with a photograph, in the prescribed format provided by the Organization Department and forward it to the party’s central office, the directive mentions.
