Mayor Balen wheel locks CAO Guraigain’s car



KATHMANDU: Kathmandu Metropolitan City (KMC) Mayor Balen Shah has ordered the city police to lock the wheels of Chief Administrative Officer Saroj Guragain’s car after his long-awaited return to the office.

Guragain, who had been absent for nearly three months, was set to appear at the KMC office in Kamaladi. However, in a move to prevent his return, Mayor Shah deployed municipal police led by Rajunath Pandey to block his entry and locked the wheels of his vehicle in the parking lot.

The situation at the KMC office has been tense, with employees and ward chairpersons insisting on Guragain’s return, as they have not received their salaries for three months.

Despite their demands to reinstate him, Shah maintained his stance by reinforcing security at the office premises.

Ward chairpersons and staff have expressed frustration over the ongoing dispute, arguing that the city administration should function under elected representatives rather than the municipal police. The confrontation reflects growing tensions within the local government over administrative control and governance.
