KATHMANDU: A meeting of the House of Representatives (HoR) is taking place at the Federal Parliament Building in New Baneshwar today at 11 am.
However, it should be noted that yesterday’s session faced a hurdle as the quorum required for the meeting was not reached, leading to its adjournment.
Deputy Prime Minister and Home Minister Narayankaji Shrestha had planned to present the ‘Political Party (Second Amendment) Bill 2080,’ as indicated in the potential agenda.
Nevertheless, due to insufficient attendance, the meeting was rescheduled for today.
During the adjourned session, Information and Communication Technology Minister Rekha Sharma stepped in to present the bill on behalf of Home Minister Shrestha.
CPN-UML whip Mahesh Bartaula raised concerns about the quorum, prompting Speaker Devraj Ghimire to address the issue in accordance with Article 94 of the Constitution of Nepal.
The article stipulates that 1/4th of the members of the House of Representatives must be present for any question or proposal to be considered.
Speaker Ghimire instructed a three-minute bell ringing to confirm the attendance.
Following this, Speaker Ghimire announced the adjournment of the meeting until 11:00 am on Friday, as only 65 MPs were present during the previous session, falling short of the required quorum of 69 MPs.
In today’s session, Speaker Ghimire is expected to reveal the contents of a letter received from the Prime Minister and Council of Ministers office.
Additionally, Dr. Arzu Rana, the Chairperosn of the Agriculture, Cooperative and Natural Resources Committee, will present the report on the Food Hygiene and Quality Bill 2080, originating in the National Assembly.
Finance Minister Dr. Prakash Sharan Mahat is slated to propose the consideration of the ‘Customs Bill 2080’ and the ‘Banking Offenses and Punishment (Second Amendment) Bill 2080.’
