RSP’s suspended General Secretary Dhakal advocates abolition of provinces



KATHMANDU: Suspended General Secretary Dr. Mukul Dhakal of the Rastriya Swatantra Party (RSP) met with Prime Minister KP Oli and presented 15 distinct suggestions.

Dhakal, who recently completed a review trip across 38 districts, shared his recommendations as a concerned citizen, gathering feedback from party members and the public.

Dhakal’s suggestions addressed a variety of issues including administrative reform, local government, corruption, and solutions for meter interest victims, as well as improvements in drinking water, healthcare, and education.

Among his recommendations, Dhakal advocated for constitutional amendments currently under discussion.

He proposed the abolition of provincial, district coordination committee, and vice-presidential posts.

“Regardless of other considerations, the provinces should be abolished due to widespread frustration and anger among the people regarding their structure,” Dhakal stated.

He also suggested reforms to the electoral system, such as raising the electoral threshold, holding elections on a single ballot, and preventing re-election through proportional representation.

“If we implement measures like raising the threshold and prohibiting re-election of individuals through proportional representation, the current election system can be improved,” he argued.

Additionally, Dhakal recommended that individuals who have renounced Nepali citizenship and later re-acquire it should be disqualified from nomination or appointment to high state positions.

“A person who renounces Nepali citizenship and later reclaims it should not be eligible for nomination or appointment according to Article 289(910) of the Constitution of Nepal,” Dhakal explained.

He emphasized that such provisions would ensure that individuals who have previously renounced their citizenship would not be appointed to significant positions, maintaining the integrity of the state.
