Govt mandates non-political affiliation declaration for TU Vice-Chancellor candidates

KATHMANDU: In a bid to fill the vacant position of Vice-Chancellor at Tribhuvan University, the government has unveiled the ‘Tribhuvan University Vice-Chancellor Nomination and Recommendation Procedure, 2080’.

According to this directive, prospective candidates interested in the role must submit a formal declaration with their application, explicitly stating their lack of affiliation with any political party.

This procedure explicitly demands a declaration affirming that candidates have not been affiliated with any political party for public appointments and currently hold no political affiliations.

Additionally, the guidelines set forth disqualify professors entangled in conflicts of interest within the university from applying, while still allowing other professors at Tribhuvan University to compete for the position.

The eligibility criteria outlined in the recent directive include prior service as a university professor, demonstrated experience, and a minimum educational qualification of a postgraduate degree.

Assessment of candidates will rely on various aspects such as educational qualifications, professional experience, publications, a university-related perspective paper, and a comprehensive work plan, collectively scored with a maximum total of 100 points. Scoring is distributed with 35 points each for university-related perspectives and work plans, 20 points for presentations, and 15 points for interviews.

Furthermore, evaluations will factor in research projects (6 points), book publications (5 points), experience as a university official (4 points), educational qualifications (5 points), and the professor’s professional experience (10 points).

The application process demands a 3000-word paper on a chosen subject along with a 5000-word work plan.

The procedure also outlines that after competitive evaluations, a shortlist will be compiled, and among the top three scorers, a recommendation will be made for the appointment of the Vice-Chancellor at Tribhuvan University.

Applicants are required to submit their applications and related documents within 15 days of the published notification, by January 22. The recommendation committee, headed by Education Secretary Suresh Adhikari and including Tribhuvan Sabha member Chandrakala Ghimire, has been appointed by the Ministry of Education, Science, and Technology.

Previously, controversy erupted when only university officials were allowed to participate in the competition. Following objections regarding exclusivity in applications for the vice-chancellor’s position beginning from Kartik 17, the contentious process was terminated. The recommendation committee, now under the coordination of Education Minister Ashok Kumar Rai, has reopened applications for the vacant vice-chancellor position, naming Education Director Shiv Lal Bhusal as the acting vice-chancellor.
