Will local levels’ fiscal budget fulfill people’s aspirations?

KATHMANDU: The fiscal budget unveiled by the local governments on Friday has been keenly observed by all sections of the society.

The local levels entrusted with the responsibility to fulfill the people’s aspirations for five years have giving priority to education, health, tourism promotion, sustainable infrastructure development, environment protection, garbage management, institutional development, good-governance and self-employment, entrepreneurship and commercial agricultural system.

The Kathmandu Metropolitan City (KMC) presented a budget of Rs 25.41 billion for the upcoming fiscal year 2022/023.

The KMC had unveiled the budget of Rs 18.95 billion for the current fiscal year. A highest amount of budget (Rs 11.8 billion) has been allocated for the infrastructure development for coming fiscal year.

A total of Rs 4.68 billion has been proposed for office expenditure, which is 20 per cent of the total budget of the KMC.

Similarly, Rs 502 million has been allocated for economic development programs.

For the resource management, apart from Rs 22.36 billion to be deposited in the reserve fund of the KMC, a total of Rs 3.05 billion would be received for social security allowance and different other grants from the federal and province governments.

Likewise, the Pokhara Metropolitan City unveiled a budget of Rs 8.77 billion for the upcoming fiscal year 2022/023.

The Metropolis has increased its budget by Rs 2.36 million for the upcoming fiscal year.

As announced, a total of Rs 2.58 billion would be received from the federal government grant, Rs 112.8 million from the provincial government grant and Rs 3.01 billion from internal sources to fulfill the objectives and priorities of the budget.

Similarly, Rs 373.7 million would be managed from the federal revenue sharing, Rs 14.2 million from the provincial revenue sharing and Rs 2.40 billion would be managed from savings of the current fiscal year.

It has allocated Rs 4.53 billion towards infrastructure development, Rs 1.25 billion towards office of the municipal executive, Rs 2.06 billion towards social development, Rs 1.49 billion towards education and Rs 505 million towards health.

The metropolitan city has allocated Rs 650 million for the implementation of pride projects of Pokhara.

Likewise, the Butwal Sub-Metropolitan City tabled the new budget of Rs 2.35 billion for the fiscal year 2022/023.

While Rs 600 million would be managed from internal income source, Rs 16.1 million will be managed from the federal government’s equalization grants.

Likewise, Rs 320 million would be received from the revenue sharing for the upcoming fiscal year.

The city has increased the amount of budget to be mobilised from the ward-level making it Rs 165 million.

The Butwal Sub-Metropolitan City has also slashed the rate of property tax, rent tax, e-rickshaw renewal tax and some others at least by 10 per cent.

Similarly, the Birgunj Metropolitan City released a budget of Rs 3.33 billion for the upcoming fiscal year 2022/023.

It has allocated 62.04 per cent of the total budget towards current expenditure and 37.96 per in capital expenditure.

A total of Rs 2.6 billion has been allocated for current expenditure while Rs 1.26 billion is under capital expenditure.

While Rs 950 million would be received from the internal income, Rs 1. 70 billion will be managed from from fiscal equalization grant and revenue sharing from the federal government and Rs 79.8 million from fiscal equalization, revenue sharing and special grant from the Madhes Province Government.

The metropolitan city has also increased the salary of its staff by 15 per cent to be effective from the new fiscal year.

Likewise, the Dharan Sub-Metropolitan City has made public its budget of Rs 1.68 billion for the fiscal year 2021/023.

It has allocated Rs 833.7 million for current expenditure and Rs 819.5 million for capital expenditure.

The city has allocated Rs 32.5 million for fiscal management for the upcoming fiscal year.

Likewise, the city has targeted to manage Rs 250 million from internal revenue sources, Rs 52 million from institutional internal grant, Rs 830 million from the federal government, Rs 35 million from the province government, Rs 205.3 million from federal government’s revenue sharing and Rs 200 million from the province revenue sharing.
