Constitutional compliance ignored on Citizenship Bill: Minister Bhusal



KATHMANDU: Minister for Energy, Water Resource and Irrigation Pampha Bhusal asserted that the ceremonial President did not comply with the Constitution while abstaining of certifying the Citizenship Bill which was endorsed by the House of Representatives and National Assembly twice.

She said this in her address to the 15th annual general meeting of Shankhadhar Savings and Credit Cooperative Organization at Madhyapurthimi on Saturday.

Minister Bhusal further said the constitutional President should certify the bill that was re-endorsed by the parliament. “The Nepal Constitution has not allowed the President Office (institution) to take decision and make mistake. The President has pushed the country to grave crisis three times by dissolving the parliament twice and not certifying the citizenship bill twice”, the minister added.

It had created doubt whether the move was to take the election-focused country to crisis, she said, adding time has come to take precaution for safeguarding federal democratic republic system. Attempts were made to misinform the people by not certifying the citizenship bill which was endorsed by both the Houses of the federal parliament, Bhusal added.

The citizens who were entitled to obtain citizenship cards are facing tough time due to identify crisis, she further said.

On the occasion, Minister Bhusal asked the cooperatives to distribute inductions stove to their members rather than bonus.

“It is almost 50 percent less expensive than the LP gas,” she added.

Also speaking on the occasion were Madhyapurthimi Municipality Mayor Surendra Shrestha, Deputy Mayor Bijaya Krishna Shrestha and Cooperative Organization Chair Ram Sudnar Shrestha among others.
