Maoist Center’s proposed party legislation sent to Central Committee for review



KATHMANDU: The Maoist Center, which is in the process of reorganization, has forwarded the party’s proposed constitution to Central Committee members for studying the statute and providing feedback.

Maoist Leader Dev Gurung said the party constitution would pass after accommodating suggestions received from Central Committee members. “We have sent a draft of the party statue to all members. We will incorporate suggestions received as required,” he said.

According to the legislation, the Maoists will elect the leadership from the general convention for the first time. The party will have structures of National General Convention, Central Committee, Central Discipline Commission, Central Audit Commission, Central Election Commission, National Council and Central Advisory Council.

Article 15 of proposed legislation states the National General Convention will be the party’s supreme body and will take place every 5 years. The Central Committee can delay the National General Convention for a maximum of six months, in special circumstances, with proper clarification.

The period of Maoist unification (with the CPN-UML) would not be considered for the National General Convention. The Central Committee will determine the place, date and representation of the General Convention. Likewise, the Central Committee will function as the supreme body of the party between consecutive National General Conventions.

Proposed structures in the party

The party will have a 299-member Central Committee, including chairman, vice-chairman, general secretary, deputy general secretary and secretary. The Politburo will have members not exceeding one-third members of Central Committee and the Standing Committee will have members not exceeding one-third members of Politburo.

The party’s Central Office will be under the Chairman, including vice-Chairmen and General Secretary and required personnel. A Central Secretariat, led by the General Secretary, including Deputy General Secretary and Secretary, will look after day-to-day administrative work of the Central Office.

The term of the Central Committee shall be five years until another Central Committee is elected from the National General Convention. The term of Provincial Committees shall be a maximum of three years and the term of the Provincial Committees’ subordinate committees shall be a maximum of two years. However, in special cases, the term may be extended for a maximum of 6 months as per the decision of the concerned committee.

Majority decision will be party decision

The party’s constitution states implementation of democratic process in discussion of issues in the national general convention, convention and meetings. If voting is adopted in the decision-making process, the decision of the majority will be the decision of the party.

Article 66 of the constitution also provisions for subsistence allowance for full-time office-bearers or members.
