RUKUM WEST: Cadres of the outlawed Netra Bikram Chand alias Biplav outfit have smeared soot on Chairman of Chaurjahari Municipality-3 Lal Bahadur Budhathoki.
The incident happened on Friday.
The party in a statement said it took the action against the ward chairman for caste-based discrimination and corruption.
The statement has accused Budhathoki of corruption in different projects.
