BHAKTAPUR: Chief Minister of Karnali State, Mahendra Bahadur Shahi, has said that elements which have failed to internalize changes have emerged as challenges in recent times.

Speaking at an interaction in Bhaktapur today, Chief Minister Shahi emphasized the need for unity among all sides to counter such elements intending to fuel instability.

Inconvenience in the implementing of federalism has been witnessed due to delayed formulation of laws.
