KATHMANDU: The government on Friday unveiled its policies and programs for the fiscal year 2019/20 aiming rapid economic growth with a focus on employment generation, hydropower generation and infrastructure development.

As per the constitutional provision, President Bidya Devi Bhandari presented the government’s policies and programs for the next fiscal year at the joint session of the House of Representatives and National Assembly.

The policies and programs state that peace and stability are in place following an end of instability.

“The government has been successful in implementing the constitution through consensus among all. The secessionist movement has ended and national unity has been strengthened,” President Bhandari read aloud the policy and programs.

The government has claimed that the economy is heading on the right track and the next fiscal year would be historic in terms of economic growth.

“The economy is on a right track to achieve a double-digit growth rate with the economy growing at seven percent in the current fiscal year and at six percent in the last two fiscals,” states the policies and programs.

On issues related to workers and foreign employment, the government’s document states that the Social Security Fund and Prime Minister Employment Program will benefit the workers in the domestic labor market. It adds that the employment program will end unemployment in the country.

“Employment information centers have been established in all the local units. The government is ensuring social security to workers by incorporating them in the security fund,” reads the document.

The government, documenting its achievement in the current fiscal year, stated that the labor pacts signed with Malaysia and Japan would benefits workers.

The policies and programs of the government aim at creating 500,000 jobs in construction sectors in the next fiscal year and implement the Labor Act and Labor Regulations.

Likewise, plans have been unveiled to establish at least one technical school in all the local units and enroll some left out 81 percent of students through enrollment drive in the next fiscal.

The government plans to blacktop roads connecting local unit centers within the next four year. The policies and programs unveiled today also incorporated a plan to establish an industrial village in all local units in the next four years.

Similarly, the government plans to generate 3,500 MW electricity by issuing shares to the public through the government’s flagship program ‘Nepal’s Water, Peoples Investment’ in the next fiscal year.

The polices and program also includes constructing 400 KV East-West Transmission Line, expanding the capital market through venture capitals, promoting small and medium entrepreneurs (SMEs), revising trade treaties, constructing and implementing dry ports within two years and importing petroleum products through pipeline among others.

The government said it will regain the ownership of all the captured government land within the next fiscal year. The policies and programs state that action would be taken against those involved in transferring ownership of the government lands to the name of individuals illegally.

The government is to further strengthen relations among three-tiers of governments with effective coordination, cooperation and collaboration.

The policies and programs unveiled today state that inter-state council, state coordination council, and inter-government finance council would be made active for coordination and collaboration among the three levels.

“Necessary human resources will be mobilized to make the administrative structure of the federation, states and local levels action-oriented”, read the policies and programs.

The government is to run development programs along with specific identity on the basis of potentials of states and local levels.  The capacity of states and local levels would be enhanced and the coordinative role of the District Coordination Committee made effective, according to the policies and programs.

The policies and programs state that financial transfer to states and local levels from the government would be made equitable by analyzing the necessity and capability. Also, the equitable state development strategy would be adopted in order to develop general people’s feelings of respect and ownership of the country.
