KATHMANDU: Independent mayoral candidate of Kathmandu Metropolitan City Balen Shah has said that his victory was certain.
Balen, who arrived at the Gaurigaun polling station at Tinkune in Kathmandu on Friday, said he would emerge as a winner in the election.
