Hearing on HoR dissolution: Chief Justice Rana turns strict on time limit

KATHMANDU: Chief Justice Cholendra Shumsher Rana has been adhering to the time since the debate on the dissolution of the Parliament resumed on Monday.

Chief Justice Rana assigned only 15 minutes to advocate Ishwori Prasad Bhattarai, however, when he did not end it in the assigned time, CJ reminded Bhattarai to end the debate and hand over the matter in debate note if any.

CJ Rana went aggressive when Bhattarai did not abide by the time limit.

“Can’t you understand our obligation?” Chief Justice spoke sternly to advocate Bhattarai and ordered him to hand over the matter in the form of a debate note.

After Bhattarai, another advocate Mahesh Nepal tried to justify the dissolution of the House of Representatives saying the parliamentary system automatically confers such right to the Prime Minister. On it as well, CJ Rana turned strict and asked Nepal not to repeat the same point again.

The third to defend the PM’s move today was advocate CP Regmi.

Advocate Regmi was under pressure to speak concisely from the very beginning as the Bench noticed him taking time to collect his belongings for the debate.

“Come quickly, your time is running out!” CJ Rana leading the hearing on the Constitutional Bench told Regmi, “Tell the main points and offer the debate note for details.”

After Regmi’s 15 minutes time limit was over and the CJ saw him no sign of stopping he spoke aggressively against Regmi’s attempt to prolong the hearing and said, “Leave the issue now. Stop it.”

Chief Justice Rana had yesterday urged the lawyers arguing on behalf of the Prime Minister to complete the debate by February 12.
